Establishing a Market for Secondary Raw Materials – In the context of Danish Road Construction

Abstract:

The purpose of this thesis is to contribute to the research of secondary raw material usage, specifically in civil engineering works. The aim is to utilize secondary raw materials in such a way, that it can lower the primary raw material consumption in order to combat depletion. This demands a market for secondary raw materials, which the thesis proclaims can be created and supported through incentives. The thesis highlights four areas of attention: procurement, policies, risk, and valuation, which each encompass barriers as well as possible solutions to encourage the establishment of a secondary market. Several conclusions are drawn, for example that the Danish Road Directory must have better adoption of EU GPP criteria, use performance-based tools, and reevaluate their Willingness-to-Pay. Of course, as the Danish Road Directory is a political organization, several of these conclusions intertwine with government policies and how governing actors valuate avoided emissions, avoided environmental impacts, etc. Not only does the thesis conclude that society must take a stance again traditional cost-benefit perspectives on value, but also proposes specific mind-set changes that are needed to exploit the full potential of a market for secondary raw materials.
